Despite the restrictions for cryptocurrency in Russia, Binance is still making plans
A representative of Binance told the media that the company plans to implement a plan to launch its cryptocurrency debit card in Russia, despite the impending restriction of transactions with cryptocurrency. The map was officially announced in April 2020 and is expected to be available for use in more than 200 countries over the next year

However, this doesn’t seem to have changed Binace’s plans to launch its flagship cryptocurrency debit card. Gleb Kostarev, head of Binance’s operations in Russia and the CIS, told Cointelgraph that The company is still planning its launch.
Due to changing attitudes and regulatory parameters in the country, Kostarev was unable to provide any specific details about when the card will become available to Russian cryptocurrency users, but the plans are encouraging.
